The Ablution Block was an 'extra' not part of the main contract.  The work on the Ablution Block was supervised by Grant and not by Festus who did the main part of the contract.  Workers were hired for this part of the Project and the work and funding were calculated separately.  Without the work on the Ablution Block there would have been no toilet and shower facilities for the patients in the Wards in the Main Building who, for reasons of privacy required for the Maternity and Child Health Building, were excluded from the MCH ablution facilities.  It would have been unthinkable to up-grade the Clinic without the provision of proper toilet facilities for the patients in the Main Building.
